Here is my list:
Columbia Harbor House: sit upstairs and watch the people stroll from Fantasyland to Liberty Square right underneath you.
Cosmic Ray's Starlight Cafe: A bit kitchy, but the kids will love it. Sunny Eclipse is a hoot!
Pecos Bills-- has themed rooms as well as outdoor seating, and if you time it right, you can see the afternoon parade go by.
Pinocchio Village Haus-- some indoor tables have a view of "It's a Small World" and there is also outdoor seating with a view of Fantasyland
Plaza Pavillion-- outdoor seating is a good place to people watch, while you eat and take advantage of the shade.
Cantina de San Angel-- partly shaded open air patio overlooking the lagoon with a great view of the rest of the World Showcase, and Future World.
Yorkshire County Fish Shop-- if you are lucky enough to get a table to the right of the shop at the right time, you will have a prime spot for viewing Illuminations
Flametree BBQ--- probably one of the most picturesque of all of the counter service restaurants. The seating is under canopies surrounded by trees in an Asian Garden and some overlook the river.
Tusker House--- there is both indoor and outdoor seating here. If you are outside you can sit under a shady canopy and enjoy a live African band, and when the band isn't playing, you can hear noises from "upstairs".
