Counter service restaurants do not require ADRs. They are restaurants that you just simply walk in, wait in line, stare at the billboard size menus while in line, place your order and then wait for your food at another counter.
The counter service restaurants are usually busiest between 11:30 a.m. to 1:30 p.m. or so. We try to eat a little earlier than we usually eat at home so that we can avoid the crowds. Since the restaurants do get crowded, I would suggest that at least one person in your party find a table while the other person is placing the order. Even though you are on the dining plan, only one person has to present their card in order to use the plan.
