Could someone please explain the Silver Plan?

Silver plan gives you 2 magical wishes per person per day. The wishes can be used for meals, recreation, tours, certain merchandise.

The wishes are $68 per adult and $55 per child ages 3-9 in addition to the dream maker package or the new fairytale vacation pkg.
