Do the Disney Store costumes usually run true to size?

I think it varies. My daughter turned 2 last jan and was already able to wear a 2/3 costume in November before her bday and it's now on the small side. However I was just in there and was looking at new costumes and the new size 3 she seems to be swimming in it.
My daughter is no means a big girl either. She is usually true to size on her age.

I think they run slightly small, but my DS is all legs and arms.
