Costa Mesa gas cards?

I just saw on my local news, Seattle, that the city of Costa Mesa is giving away gas cards and dining vouchers to encourage tourism. I can't find any information about this promotion, but I figured someone on this board will. Does anyone know where to find information about this promotion?
