Cost effective dining / cheap restaurants

Not Disney related but I know you guys are pretty helpful so I'm hoping you won't mind. I live in the UK so don't have a lot of experience of non-Disney dining in the US.

I am going to be staying in Norfolk, VA for a couple of weeks at the beginning of November and need ideas of cheap / cost effective dining (and maybe sightseeing) options. I don't know what facilities I will have available to me where I am staying - and don't yet know where it will be so general suggestions would be helpful.

I'm sorry it is all a bit vague, I'm not in control of much to do with the trip and those that are haven't shared much with me yet.

Will you have a car? Will you have somewhere for cooking or leftovers (or do you need 3 meals/day)?
 
I believe I will have a car some of the time but not all and I expect to need a mix of lunches and dinners, but not both every day.
 

When I go somewhere new, I often google map it and then zoom in to see what restaurants are around. Sounds simplistic but it works. Yelp can be a good resource as well.
 
Norfolk is home to a large US Navy Base. It’s basic the East Coast version of Portsmouth, UK. Sightseeing wise - there is a nautical museum there, Williamsburg and Yorktown aren’t to far away. It’s also close to the ocean so seafood restaurants would be a good bet.
 
Look on YELP. Should be able to find some recommendations and reviews on there.
