It has been my understanding if you check in the last day or 2 before rates change the rate stays the same for your stay.

Is this true?

You are correct. For example, I'm going on Dec. 14th (Value Season). The rate changes to peak season while I'm there, but I am only charged value price for the length of my stay.

I have gotton around that by having two separate reservations; one for the two higher priced days, and then a second one for the reduced priced days. They have told me in the past that I may be asked to change rooms, but I have never had to do that. I have had to "on paper", check out and check back in. Of course, if we arrive on the lower priced days, we do nothing.

We are doing it this year, booked 1 night at POR for Dec 31st and then booked 6 night from Jan 1st -7th, and I hope we won't need to change rooms!!!

We got a double whammy this year. We're arriving on October 4th, the last day of value season and the last day of the free dining offer. We get the lower room rate and free dining for our entire stay, until October 9th. COOL!
