Corel PaintShop Photo Pro x3 vs. Photoshop Elements 9

I am new to the disboards and my mom and I have an interest in creating t-shirt designs. I attempted to search for answers before posting a thread, but couldn't find what I was looking for. Has anyone used the Corel PaintShop Photo Pro x3 Ultimate to create t-shirt designs? If so, what thoughts do you have on whether the Corel is better or worse than Photoshop Elements 9. I can buy the Corel on sale for $49.99 and the Photoshop for $79.99. Please help me decide which is better. Thanks so much in advance for all the help you can provide! This will be a mother's day gift and I want to make sure I make the right choice.
