Twice we've been seated one row from the tanks, and thought that was ideal. Instead of seeing one window, we could see all of them. We also had a most excellent waiter!
Another aspect of sitting very close is the idea of 'see'-food. I'm not vegetarian, but I prefer my dinner's cousins to be at least ten feet from my plate.
I know Epcot isn't serving the fish inthe tank in front of you, but it's still a bit reminiscent of those restaurants where guests can pick your own lobster from the fishtank. Not my thing.
