Apparantly the guy has been working on it for a couple of years and it is run by a computer system installed in his house, so it is real time. His electric bill goes up a lot each month, and he broadcasts the music on a low power FM frequency or something so you can sit in your car and listen to it over the stereo...

Yeah, unfortunately that's true! Well, I think the final straw was when an accident happened and police couldn't get through.
