cookie decorating questions

I have a few stupid questions about cookie decorating. they sugar stuff goes on after they bake, right? I know the icing does, but suddently I am confused about the sugar. also, with gingerbread men (I am making those and sugar cookies) the raisins go on before baking, right?

The sugary looking sugar goes on before you bake them...sprinkles (or jimmies) go on when they come out of the oven.

To add to this, does anyone have a recipie for the icing for Gingerbread and Sugar cookies?
