Yes you can. You can always upgrade it prior to using the PHP.
If you do the upgrade within seven days of the first use of the PHP, you will get the full allowable credit and your AP will be back dated to the date you used your first admission. Same when you upgrade prior to using the PHP.
If you do the transaction after the seven day window, your PHP will be pro-rated and you will get dollar credit for the remaining unused major park admissions towards the price of the AP.
A word of caution: If you do the upgrade within the first 7 days and you have used ANY of the plus options, you will only be able to upgrade to a PAP, not to an AP. After the seven day window, you can get a regular AP if you wanted since it's no longer an upgrade but a dollar credit transaction.
How about a FITS pass, can they be converted to an AP?
Yes they can. They can be upgraded anytime during the period the ticket is in effect. The AP (or PAP if you used any minor park admissions) will be backdated to the day you first used an admission. You will forfeit the KSC and all other non-Disney admissions if you haven't used them.
Keep in mind that the FITS is only valid for 30 days. Once that 30 days expires, it cannot be upgraded.
