According to at least one first-hand report, that has not been the case, either.
The poster could upgrade an UT ticket and it was "price-bridged" to the current WDW price.
Included a frame-grab of the "offer."
I made about 5 phone calls trying to do this in advance of the last AP price hike and was told it was a no go every time, even talking to supervisors. Maybe things have changed in the last few months but as of about 6 months ago, they said they just could not do it. I ended up selling my tickets to a friend and just purchasing the APs outright. They WERE the older non-expiring tickets though. She got a great deal and I got to buy the APs before the price was jacked up on them.
