So how do you get from CR to HDD when the boats are not running due to weather? Monorail to TTC, is there a bus from there to FW?

No bus from TTC to FtW.

If the boats are not running for an extended period, the bus between MK & WL will stop at CR. It may also be extended to FtW, or you might have to transfer at WL to a FtW bus. I'm not sure how long the boats have to be shut down before they start running the bus alternative.

As of last January, they were also running buses between MK & FtW Settlement (HDDR site) in the afternoon and evening, on a regular basis. I don't know what the hours are, whether it stops at CR, nor whether that was a test or permanent. If it's still running and doesn't stop at CR, you could walk or monorail (about 20 minutes) to MK and get on the bus.
