Contemporary Resort Rooftop

Watching the disney 20 DVD Set I received from on Ebay, I noticed rooftop footage of Wishes. Do I have to make a dinner reservation to view Magic Kingdom from "up there" or is there a public viewing area? I've been on the resort Monorail and know it makes a stop at the Contemporary... Is there a secret to gaining access to the top floor?

One use to be able to go there without a reservation at the California Grill, but no longer.
