It's been rumoured for 2 or 3 years that it will be a DVC building way before the North Garden Wing was torn down, so I would say it will be a DVC building.

I am not familiar with DVC except the Vero Beach resort. Can anyone stay at all the DVC properties, or are some reserved only for DVC members?

My family and I are not DVC members however this what I know about DVC when doing research on it. Anyone can stay at a DVC Resort, so it's for both members and non members. Non members can stay there by making a regular reservation threw CRO or renting DVC points from other members.
