a friend of mine is heading to north Carolina from Pa. he will be hitting i95 south just north of Richmond around mile marker 138 around 6am. I have seen there is construction in that area. has anyone driven through the construction at 6am on a weekday and is it all jammed up or is it still moving along at that time of the morning?
