Confused....

I don't think it's that simple. There's no room for more than one booth per exit. Traffic waiting to exit would back up into the garages, making a big mess.

They can just do what a ton of cities and malls do and have numbers painted and then put in the pay machines. So they use the security guards they already have to drive around and check parking. You don't pay they penalize you however they want be it tow/boot or whatever. It may be a little longer then a weekend but it isn't that hard of a system to implement and the Disney garages aren't really any different then many other garages across the planet. Sure 1 per and exit may cause a back up but I've been in garages where they only had 1 per an exit and people figure it out with out major back up. Just depends how much Disney feels their bottom line is affected by people parking in the Disney Springs garages instead of paying to park or not to shop at Disney Springs.
 
I have been in parking garages where there wasn't any humans in booths. It had a machine in the bottom floor where you paid and it gave you a code to punch in when you exited to raise the gate.

You really think Disney would want to deal with the blowback of Guests having their cars booted for not feeding the meter? Imagine the outcry on the DIS boards!

Yes, the garage at Pointe Orlando on I-Drive is like that -- and if you read the reviews, everyone hates it because of the backups when someone hasn't realized that they have to pay at the machines.
 
Of course nothing stops you from doing it but if people keep it up you better believe they'll add some nice little ticket booths to the parking garages at Disney Springs and start charging.
That is my prediction as well. I'm surprised they don't already charge something at the DS garages, even if it would be a bit less than the parks.
