Concierge sundeck on the Magic

I’m hearing rumors that the new concierge sundeck on the Magic isn’t accessible and won’t be till the next dry dock? Is that true? I’m confused by these reports, since I thought I saw a video showing the new outdoor space being accessed through the new lounge area. Also waiting for years before opening a door seems insane. Anyone have any recent experience with concierge on the Magic?
 
Unlike the Wonder concierge lounge which consists of two-stories with the second being a top-level sun deck with traditional outdoor seating and loungers, the Magic did not have time to implement that feature during dry-dock. They technically do not have a traditional sun deck area, but an open-air type of space with seating. I attached a photo that shows the "outdoor" space.

They were planning on creating an upper sun-deck, but ran out of time. Sounds like the foundation is there for them to add it in later the next time they dry-dock.

For the concierge lounge on the Wonder there is an outdoor staircase off the lounge space to access the upper sundeck, as well as a wheelchair lift/platform for those who cannot access via the stairs. This staircase is blocked off from the rest of the public spaces.

Like I mentioned, the Disney Magic did not have enough time to incorporate this in their renovations so there is no sun-deck or upper level.

Are all of those upper "windows" without glass?
