What exactly does "Inner Anchorage" mean?

Went to Dave's site for docking info and it states for the Magic it's inner anchorage!

OK,

This refers to the berthing location while in port. The ship will anchor at the designated location, and tender in. In some ports you dock (and location of docking has different fees, depending on location) while at other ports you tender (again the anchorage has different fees depending on location).
 

which means to allow for extra time to get back at the end of the day?
