Clarification: DVC Resale and Riviera Resort booking

Good idea, but I still think it will be in DVC 2, otherwise I think they'd have problems restricting resale buyers from now on , in the original 14, from booking into DVC 2.
Has anyone seen the supposed updated BVTC rules yet, as that should tell us?
