Citywalk and over 18 under 21

So I'm going to be down in March for a MUCH NEEDED Vacation. I'm planning on hitting CityWalk the night I arrive to party and start the trip in style, complete with me and several friends.

Unfortunately, one of my friends will only be 20 at the time of the trip (couple months away from 21). I noticed on the Universal website that some clubs or locations may let people in under 21, but it's kinda difficult to tell exactly what she would be able to do with us and what she wouldn't.

Since I'm debating either leaving the under 21 friend at the resort to enjoy relaxing, hitting the pool/hot tub/ etc.... or bringing them with to Citywalk, Does anybody know exactly what clubs or late-night locations would be under 21 friendly? and which places are exclusively over 21?

Most of the places are 21+
Rising Star is 18+ on Thursdays only.

I think the best choice would be Margaritaville.
