City Walk Restricted access?

Do you need to pay for access to certain areas of City Walk? The info for certain tickets seems to imply that there is an access benefit derived by purchasing certain multiday theme park tickets.

the only thing you pay for is a cover charge at the bars in the evenings(if you want to bar hop).but, you can still walk around citywalk and go to the shops without paying anything. its like pleasure island if you have ever been there.

Club/City Walk admission is included with the special 5-day Bonus Pass. It is also included with your HHN ticket.
