I have bought 2 city passes from Costco and am now wondering exactly how they work? It says to take them to a ticket booth ( which I would like to avoid if possible) or to Guest Relations. Where exactly is guest relations?

It's probably "guest services" where you have to take them. That's right near the entrance gates to DL. You could go wherever has the shorter line.
