City Pass 2017 - How to Book?

We are looking at booking with a City Pass as we were already planning on going to Legoland and Sea World in addition to Disneyland. However, the 2017 City Pass is not released until December. I really don't want to wait to make hotel reservations until December, so is it best to just book a room only reservation and then buy the City Pass directly from City Pass in early 2017? Or is there any reason to hold out to book it as a package through Disney?

Booking it through a package via Disney or something like Costco travel or AAA might get a gift card or character meal but not sure since it's always changing. Universal studios used to give 2 days when you bought city pass at their gate but they're not even included anymore and legoland took its place.
