I have seen on dining reviews and some posts that people were able to have personalized menus to celebrate birthdays, anniversary, etc. I was wondering how you go about that?

When we ate at Citricos, we were handed a personalize menu celebrating my birthday...I did not request for this but when we made ADR's they asked what we are celebrating and it was put in our ADR's b/c when we checked in they said you are celebrating your 40th b-day. This was done in previous trips for anniversary at Jiko and Narcoossee's too. We never requested for it but were given. If you like call the restaurant the day before your dinner and to make sure you get what you want.;)
 
We ate at Citricos on 1/1 and were given a personalized menu. We didn't ask for it and actually only noted our anniversary on one of our ADRs. A nice keepsake to have!
 
They print them off at the restaurants. Most Disney restaurants can add "Happy Birthday" or "Happy Anniversary" to their printed menus on request, and possibly names but I'm not sure.

If you're asking about menus arranged for beforehand with photographs - the kind Coral Reef used to do - I don't believe any restaurant does that anymore.

. . . it is not elaborate, but still a nice touch

. . . you can list an event, but not request a menu via ADR ressie
. . . ANY sit-down eatery can do a personalized menu
. . . however, if the CM's don't have time, they won't do it

Sept '08 when we checked into Narcoosee, the CM glanced at my mom's Birthday pin and asked if we were celebrating anything special, 'like a birthday maybe?'. We laughed and said yes, but hadn't noted it when we made our ADRs. When the waiter brought our menus my mom's had Happy Birthday printed across the top and she was told to keep it as a keepsake. We didn't ask, they just did it. Almost the same thing happened at Chef Mickey's that morning. When we sat down there was a placemat signed by all the characters where she was seated at. My mom is in her 70's and was thrilled with the special attention.
