At 12:30 P.M. EST still shows FP+ availability on TP with a 12:50 P.M. return.
Is this often the trend? If so, I am very encouraged.

ETA - 7DMT is still showing FP+ availability... is this some kind of bizarre day in general?

I think if you look closer at the FP+ data on the Touring Plans site, you'll see that it's dated April 9; it's useless, unfortunately.

No, just the data about FP+ availability. Everything else is current.
