When are all the Christmas decorations out and ride decorations done? I am thinking of coming the last week of November but only if everything is decked out in the Christmas décor.

They're usually all up by around Nov 15th give or take a few days.

I hope it is. I am so excited to see Disneyland at Christmas time! What rides are generally getting refurbished at that time?

As others have said, most of the Christmas decor and offerings will be up by mid-November (usually around the time of the Avenger's Marathon). I think that in both 2014 and 2015, the giant Gingerbread House display in the GCH didn't debut until later into the season (i.e., very early December).
