Well, I don't have any first hand experience with any of these. In fact I never did any TS dining in disneyland at all. But it is my childhood dream to eat at the BB because I love the atmosphere (and POTC)! This year I'll be finally able to do a lunch ( the package for F!) there and I really can't wait for it! Right now it is the thing I am looking forward to the most actually... :cheer2:

I guess the other options are also great for a special dinner and it probably really depends on the occasion and personal preferences!
 
I don't consider the Blue Bayou to be of the same dining category as the other three. Go there if you want the ambiance and a nice place to eat. As far as the other three, I've eaten and enjoyed meals at all of them, and they're all "special evening worthy" inside. I'm not going to vote because they all have great points. If you are looking for "the best" place to dine, it's best to look at the menus and choose based on that.

BB if you want the experience. I enjoyed their lamb dish but apparently some stuff has changed recently so I cannot in good faith suggest it until/if I go again. (Soup/salad not included [confirmed], portions have been shrunk [mentioned by someone, not confirmed]).

We loved our meal at Carthay, it’s one of the best we’ve ever had. Lamb scalpppini and duck confit. (There were just 2 of us that trip.) If you drink definitely get yourself a cocktail downstairs while waiting (they’ll bring it to your table for you if you don’t finish it). The restaurant is the most beautiful on property.

And here is where I differ- Napa Rose. Ultimately the food did not justify the price and the portions were quite small. (Some will say “Well that’s fine dining” Yeah, I know and I knew what to expect from reviews, I just want others to know.) At NR (group of 5) we each had wine, split a few appetizers, each had an entree and all still had room for desert (which never happens, I have a very small appetite) at which point our server informs us may want 2 scoops of ice cream because they’re the size of golf balls. 2 scoops at $5/scoop. Don’t get me wrong the ice cream was good but it wasn’t that good! We also ordered a couple of the side dishes but I literally can’t even remember what they were or if we liked them. Apparently they must have been ok. We had various entrees between the 5 of us, good but small and in no way amazing. We also had a bad chef for the person who ordered fish, his fish came out very overcooked so he sent it back and it came back raw. Barely seared raw. We got the message from the kitchen loud and clear. Boy, the look on our poor server’s face when she saw fish #2! (They did remove the inedible fish from the bill but there was no excuse for that experience.) We concluded we would return for appetizers & a nice glass of wine in the lounge but not for a whole meal.
 

In order to choose one restaurant, it's important to know the context of this dinner. What is the occasion (i.e. how special is it? there's a big difference between a proposal and a birthday)? Who is it for? Are there any special dietary needs or preferences to consider? Some restaurants will handle that better than others.

Blue Bayou: the food here can be fine, not great, but the atmosphere can't be beat if you want the experience of dining inside POTC. Plus, you can do a F! Dining Package here, so you would get a sort of dinner-and-a-show experience.

Carthay Circle: nicer meal than BB, better staff overall, pretty rooms, alcohol served here. Better options for vegetarians and vegans -- note these needs on your reservation and speak with a chef if needed. If you time your reservation right, you might be able to dine while viewing PTN and the fireworks from the balcony.

Catal: food is fine, but we don't consider this fine dining -- more like casual-nice. If you dine upstairs on the patio or by the windows looking across at what used to be RideMakerz/BAB, you'll see the fireworks -- very nice way to enjoy dessert.

Napa Rose: one of our favorites at DLR, where we get the best service (we are regulars and the staff knows us), very accommodating with allergies and dietary needs. NB: no AP discount here. We've never had an experience like the one mentioned above, but whenever there is a glitch of any kind, we make sure to mention it to our server and the manager so that whatever needs to be remedied can be fixed for future guests.

Other:
Steakhouse 55, if you like steak.
The Jazz Kitchen can do very nice meals -- private rooms are available, too -- and the live music can be very nice. Good people watching from the patio and balconies.
Off property, but nearby: The Ranch -- very nice steakhouse with excellent wine list

I have eaten at Blue Bayou but never at the other three because the food just does not sound good to me. My vote would be for Ralph Brennan's.
