They were in Big Thunder Ranch last year at Halloween time (free), or they are at Storyteller's for the Critter Breakfast, and I believe we've seen at least one if not both at Goofy's Kitchen.

You can almost always find them early on in the morning just inside the entrance at both parks. After the bridge at DL.

We met them just near the fire station this past April... No idea if they dress up for Halloween.

We saw them yesterday in DCA along BVS. They were dressed up in old Hollywood style clothes.

We also had them both at lunch at the Plaza Inn.

No clue about Halloween - sorry!

As a PP said, last year they were out at the Big Thunder Ranch Carnival dressed as "cops". They did not always meet together (sometimes they did, but mostly they were apart). They just wandered around the Carnival area and guests could go up to them for a photo. I did not see them in costume outside of the Carnival during regular operating hours.

They are often out on Main St or Buena Vista St. They dont have a specific Meet and Greet area though.

Superlarz mentions a good option if you want to see them in "costume". It's not a Halloween costume, but the characters on Buena Vista Street are dressed in 1920's/30's era outfits. You can get a sense of the costumes in this Allears.net post:

thanks for the responses, we missed them on our trip last year and wanted to make sure we see them this time. I think I will try to see them at DCA or during carnival.
