This policy has been in place since at least 2001. We planned our oldest daughter's first trip for just before her third birthday for this very reason, and then the youngest daughter's first trip just before her third (and just before oldest's 10th) in order to avoid paying the child/adult price. That said, my teen girls had days when they could out-eat a trucker, so the buffett was the way to go. There really is nothing to do but avoid buffets until it makes financial sense based on eating. HOWEVER, I'm an adult and I have never eaten $35+ worth of food at a buffet, so I go for the experience (certainly not the food at these places...)
