I see that Chef Mickey is in the Contemporary Resort and Oahana is i in the Polynesian Village Resort and both are in the Magic Kingdom Resort Area. We didn't get the hopper so if we were at Epcot and wanted to go to either Chef Mickey's or Ohana's that same day would we still be able to or are both places still considered part of the Magic Kingdom Park and we couldn't go without the hopper?

You only need hoppers to go to different parks in the same day, you don't need tickets to enter the resorts.

You are welcome to visit/shop at/eat at any resort.

From Epcot, it's pretty easy -- it's all monorail. (Just don't enter MK, and you're golden).
