Then it probably was not TSA that opened it. TSA requires that a notice be in the case if they open it for inspection. See Section 110(b) of the Aviation and Transportation Security Act of 2001, 49

Thanks for the info but it was TSA that opened the suitcase. I am not going to raise a fuss because everything was still there.

And raising a fuss wouldn't do you a lick of good even if it wasn't all there. TSA isn't responsible for any theft and the airlines aren't responsible for the theft. Can you tell this was set up by the government?

Well, if it was not the TSA it must have been the skycaps, which I doubt since I watched them drop off the bags. They opened two of mine, left one notice.
The TSA is a branch of the Federal Gov. and we know they are not perfect.
