Unfortunately, I just had an expensive "oops" when I dropped my Android smartphone (T-Mobile) in a water-full sink. The phone is damaged and will require ~$150 of repair by HTC :headache:. Before I spend this money, I wanted to see if anyone knows of a functional Android smartphone I could buy (new or used) cheaper than making the repair. I don't care too much about the specs as long as it will run Android apps. Any suggestions?

Since T-mobile is a gsm phone. You should be able to go amazon.com and checked out unlocked gsm phones. They should work with T-mobile.
