VB was originally planned as a much larger resort and early buyers were promised a subsidy by DVD until the additional areas came online. When that additional development was discontinued, DVD has continued to provide the promised subsidy, but subsequent buyers had (have) a different, non-subsidized dues structure. Those early VB owners (purchases up thru about 1996) and those fortunate enough to purchase those contracts by resale, still receive the subsidy.
