Has anyone asked guest services where you rent a scooter from the park if they will charge a Scooterbug scooter for guest? I am worried that the scooter we rented for family member will have a low battery or give out.
 
You can try that approach but most people are expected to find an available outlet and charge their own scooter in the park. One of the best times to do a little charging of a scooter is while you eat. Make sure you have your battery charger with you.

Some will take an afternoon break at their resort to do some recharging.

You may still have time to do an upgrade and get a scooter with two batteries. They will last really well in the parks. One such scooter is a Pride Victory 10.
 
When you are in your room overnight, you should charge the scooter. The scooter should be placed in your room overnight. It should easily last all day if you turn it off when you are stopped - eating - stopped in a line waiting for a ride, etc. If you are finding that the scooter isn't properly charging, call Scooter bug for a replacement.
 
I was "charging" my scooter in a dead hotel room outlet. Scooter needed to be charged in Universal. I asked a team member. They sent me to the scooter rental place. I didn't rent from them. I signed a release and left it with them for an hour or so
 

While they may allow you to charge an outside rental at the in-park rental location, I would consider your logistics. What will you do during that time the scooter is charging? The in-park rental location is at the very front of the park, most folks don't return back that way until they are ready to leave. For example in MK, it's a long walk back up Main Street to any of the "lands." IF you find yourself in a situation of needing to charge in the park, it's probably easier to ask at a restaurant and let it charge while you eat. Or somewhere more central to the attractions the family will be visiting at that particular point of the day.
 
I would rent a scooter from an outside company with an all day extended range battery. We rent the Victory 10 scooter every visit from an offsite company with the extended range battery. We use the scooters from rope drop to fireworks ( at-least 12 hours ). We come back every day with more than half the battery still available. We have never once had a low or dead battery and we rent 2-4 scooters for our party each visit. I would advise you research the outside company you use for historical reliability and read all customer feedback. You also likely pay less depending on your length of your trip.
