Characters in Halloween costumes?

Are the characters in Halloween costumes all this month during the day or only at MNSSHP? Thanks,

At Epcot on Thursday, they were just in normal attire.

we were there in 2002 for 14 days and they only had them on for the parties

Only at parties and only certain ones. I saw Jafar at party just as he normally is.
