Mickey Mouse, with the help of some new technology being previewed by Walt Disney Imaginering, did indeed recently have some much more animated interactions with his Guests recently than is normal.

However, that technology was being trialed on a test basis and has not entered general use. Mickey and many of the other Disney characters do continue to welcome and greet Guests every day at the Disneyland Resort.
