I’m here now and really would like some tips/tricks as I’m a seasoned WDW goer and usually when a character is out their set times are listed in mde and there is a designated attendant starting a queue if it’s early

Was in DCA today ate up a chunk of the day trying and failing to get any mickey & friends meets as I’d get there at and be told they will be out top of the hour get there at x:52 told the line is cut they will be out on the 30s get back at x:26 and get told Mickey may be out but he may not be out in that exact spot (by x:40 no characters showed up and we had to get to a lightning lane

Or Oswald who had set times got to area 15 mins before app said he’d be there left 15 mins after no character

I had high hopes of seeing some of the characters in Halloween outfits as in FL you have to pay for special events to get that privilege
 
Look in the Main St Square area for Mickey and friends in their Halloween costumes.

Fantasyland often has characters wandering around. Last Sunday we saw Peter Pan, Wendy, and Captain Hook riding the carousel mid-morning.
 
In the morning I almost always see Mickey and Minnie at the Disneyland train station, plus Goofy, Pluto and Donald and Daisy on Main St.

I can't think of one time I've been in Toontown and didn't see Pluto and/or Goofy.

I agree with Sophy1996 about Fantasyland. We regularly see Peter Pan, Wendy, Captain Hook, Alice and the Rabbit and sometimes princesses and the Evil Queen there. Usually in the morning before 11:00.

One time we waited for 45 minutes in a line to meet Sleeping Beauty, but she never came. It was really frustrating and after that I usually just hope to see characters around the park.
 

Characters can be harder to encounter in DCA than DL. The fab five usually meet in the area around the fountain by Carthay Circle, but they don’t wander in the same way as in DL.

As others have said, Fantasyland and around the castle to Matterhorn you will spot many, especially in the morning. Usually not the fab 5 though, as they are usually by the train station.

A good time to see the fab 5 in their Halloween finest at DL is right before the parade. They will often be roaming in the street and will stop for pics and autograpjs. We saw Chip, Minnie and Pluto before the 3:30 parade on Saturday.

We caught Mickey and friends by the Main Street train station after mid day back in August.

Mickey was also on the DCA main street right before WoC too. He had zero line.

We've seen characters by the entrance tunnels as well.
 
Thanks… all the app sets for halloween characters were only till noon and pretty much everyone else was done between 3-5 we thought doing rides would be better than wasting 4 hours of our day
Saw a few characters roaming but weren’t quick enough for selfies

I saw all the Halloween Characters after noon for sure. That was when my husband went back to the hotel for a people break and I spent that time meeting the characters on their Halloween outfits.

1250p was the last listed time…we spotted Halloween Mickey late evening as we were heading into great moments but the line was long and we knew with our luck we’d join and be told he was leaving

A cast member will stand at the end of the line and let you know that a character will be leaving. If there is no cast member warning you before you enter the line, you should be fine.

Nope every time we got in line at DCA (twice each for Mickey & minnie once for Donald) we got in waited 2-3 mins than a CM would come up and say they are leaving and if you remained in line you could try to get a quick selfie as they walked out

Briefly spotted Donald in toon town but the whole point was to see them in Halloween outfits as here in Florida you can only see them dressed up if you pay a premium for not so scary of for a golden coral quality character buffet

At DCA they do not tell you, but at DL on Mainstreet they do tell you when the end of the line is. They do leave and come back in about 5 -10 minutes but you do have to loiter by where they come out and hustle to follow them.
I managed to see everyone but Goofy in the two days I spent getting these photos. It is not terribly efficient, but worth it for the character interactions to me.
Also if you are watching the parade by the train station most of them came out before the parade and wandered by.
 
At DCA they do not tell you
I haven't tried to get pics with Mickey and Friends in DCA, but whenever we get in line for a character in Avengers Campus, Cars Land, or Pixar Pier, there is a cast member letting us know if the character is leaving.
