Is tax and gratuity included in characters breakfasts and meals? For example, I read PSB is $19.99 adult and $9.99 child. Is tax and gratuity extra?

One note here, if you are going to the PSB breakfast you might want to buy some of the breakfast vouchers they talk about over in the Budget Forum. They would cover the meal and the tax and tip.
