Unless something has changed dramatically, the resorts do not make the decision to "move" member inventory to cash availability. Or vice versa. Members Services used to have codes they could input into the blocks of inventory to see if anything MIGHT be available to move from developer inventory, etc., to points availability. But it was inventory control that made the decisions when to make availability through those codes. And a manager would have to "pull" the inventory. It was no simple task, and certainly very often not doable. I am truly not sure how they do it now, or if they still have similar methods available to them at MS. But I would bet that inventory control (or whatever they might be calling it now) still calls those shots.
