Q re: Changing staterooms after PIF

We booked back in September for May, but then had to change sailing dates due to a work conflict. When we changed dates, the new sailing had limited availability, and of course, we lost the rate we had booked with initially, so, we booked lower category rooms. I have tried to research whether we can change rooms after the PIF if rooms come available from people who do not pay. But, I haven't had any luck. Do rooms come available? If we find a better location/stateroom we would prefer would we be able to change after the PIF date? If so, is it price the same as our booking date? or as of the date of the change? Just trying to decide whether I want to try, or just resign myself to our current rooms since any room on a cruise is better than not going!

You can upgrade after PIF. You’ll be charged the current fare at the time of upgrade, with the difference due at that time.
 
If you booked through a travel agent, the agent will need to call about any changes.

If you booked yourself, you can call DCL and ask about the cost to change.
