Changing reservation inside 24 hour timetable

I have seen answers about getting an ADR for same day that you are physically there. My question is that if you cancel a reservation inside of that 24 hour window to book at another restaurant or even another time at the same restaurant, do they charge your cc for canceling the original reservation?

I called the morning of and moved my Cali grill reservation up 2 hours in August. It wasn't a busy time and they did not charge me. IT might be treated differently at busier times.

techincally yes, any cancel past the 24 hour will incur a charge

We have had stories of it being waved and some stories that it was not waved and the charge was incurred

I went to my resort concierge last week and they were able to change our reservation from one restaurant to another on the day-of and waived the cancelation fee.

If you CALL and change, you usually won't be charged. Do not cancel on the app and make a new ADR or you will be charged!
