They actually had a stated set of rules for costumes in between the adult-costume ban, though. And it said that if you wore something that was very close to the actual character, you couldn't have hair and makeup as well.
That's pretty clear and pretty easy to take care of.
Alas, as Disney does, they can't get their CMs to actually enforce their rules, and so the rules have to change.
But all of this being announced together, with the whole security issue thing, will always combine it, and I don't believe for a second that the mask ban (uh, didn't they ALWAYS have a mask ban????) is for that guest's safety. It's for facial recognition, and it's going along with everything else. (all the other security measures they had which have kept guests safe for HOW many decades now?).
