I don't think so...or maybe a very limited selection.
Every time I go to DL, I look for a cute cell phone case for my Samsung III, and it seems that Apple & Disney must have some agreement, because seriously, there are SOOOOO many IPhone case options all over the park, and nothing else, it seems.

It's a market share thing. Since Apple standardizes the sizing of their phones, and has a fairly significant smart phone market share (48% is what I've seen), there's a larger market for iPhone accessories than there is for the hundreds of different Android and Windows OS phones.
For example, the Samsung Galaxy S5 is way different from the Samsung Galaxy Note 2, which is different from the Motorola Droid RAZR. All Android phones, all drastically different sizes. Two sizes of Apple phones (4/4s and 5/5s) will cover 99% of their customers.

At WDW Downtown Disney they have a place to "Disney" customize your phone covers (with your name if desired) on the spot AND I think they cover almost ALL brands of phones NOT JUST IPhones!
Decalgirl (online) sells Disney skins for the Samsung s5, but they don't sell the cases. They are cute, but aren't protective like a case. I have a Mickey decal on my otter box for my iphone 5, and the decals are very hardy.
