When I was a kid - back in the "olden days" - 
other than my immediate family for cake and ice cream, the only big birthday party I had was when I turned 13..
For my own kids - the 1st birthday was a semi-big one - parties with friends were from 5 until 9 or so.. After that the semi-big parties with friends were 13 and 16 (along with a small family party)..
