I'm 21, I celebrated my birthday in April at WDW. I personally didnt like Jellyrolls. I found it to be full of the older crowd. But drinking around Epcot is a fun thing to do.
Since you're going to be there smack dab in the middle of Food and Wine it's the perfect time to celebrate. Many of the snack carts around Epcot have the drinks that are popular in each country.
Some of my favorites are Welsh Dragon at UK, Grey Goose Slushie in France, and the Blue Glowtini (But that was at Brown Derby) and not sure if they still have it at Food and Wine but there is a Strawberry Balsamic Martini. It was amazing.
If you don't like drinking, or dont want to spend the money on it. When you check in, ask for a Birthday Button. Sometimes waitstaff will give you free things such as Cupcakes and cookies with meals.
