I have some pending offers (all freebies), some of which are over a month old. If I click on "delete", will that completely delete the offer?

No deleting the offer will move it back to your available offer list to complete assuming it's still available. A lot of the offers you have in there as pending from a month ago probably aren't active anymore (with the advertisers pulling down so many offers) so when you hit delete they will vanish if it's inactive. Which might be why you are seeing some be deleted completely.
