What order do the busses pick up at CBR, which bus stop is the least crowded?

Some buses are dispatched to start at Jamaica, others start at Martinique. It's all dependant on the Dispatcher, the Driver, and the Demand.

Unless they fill up, yes. If they fill up before making all the stops, another bus is dispatched to continue where they left off.
