Are they still doing the buffet at CBR? Are they checking people to see if they are staying at the resort? Where can I find the menu?

Almost certainly. I haven't seen any detailed timeline but my understanding is that the Old Port Royale construction that has the permanent dining spots closed is expected to last well into 2018. We are tentatively planning on CBR for a March trip and I'm expecting the temporary arrangement to still be in place then.

Everything I have seen says that the buffet is only for CBR guests.

Where have you seen that? It is listed just like every other restaurant on the Disney site with no mention of an intended audience, and the couple of reviews I've seen have been split between just-back travelers and Orlando-based theme park bloggers.

Every travel website/news website. Search CBR buffet.

IMO it's only for CBR guests because it's a AYCTE buffet at QS prices. It also looks like seating is limited compared to what was available before, and parking is probably limited as well due to construction.

And really? It's powdered eggs and other assorted breakfast that's available in plenty of places on property. There really isn't much reason to go to CBR for it unless the buffet aspect is your thing.

Interesting. I didn't see that mentioned on the CBR thread, and one of the blogs where I saw the menu and pics was definitely an Orlando local. Maybe she just visited to take pictures but didn't eat? I can't imagine the place being popular enough that they'd need to enforce that! Between the hassle of getting there and back, esp. on Disney buses, and the fact that it is the standard Disney buffet fare, I really can't see many non-resort guests being interested even with the low price.

I would think this is something Disney might want to make clear on the restaurant and resort pages, but we all know how Disney is with consistency and maintaining an informative web presence.
